Overview

Parker Lewton is a litigator and pragmatist who focuses his practice on construction and infrastructure projects and government contracting. He represents a wide variety of clients in the construction industry. Parker has experience litigating public and private cases across the United States including matters before the U.S. Court of Federal Claims, federal district courts, the U.S. Court of Appeals for the Eleventh Circuit, state courts, Boards of Contract Appeals, and private tribunals. Clients appreciate his organization, ability to simplify the complex, and skill for developing trial records.

Prior to joining the firm, Parker was an associate in the Atlanta, Georgia office of a national construction and government contract law firm where he concentrated his practice on construction litigation and government contracting. Parker also worked previously for a major New York law firm, as well as a global partnership based in Washington, D.C. While attending law school, Parker studied government contracts and served as Senior Articles Editor of the Public Contract Law Journal. He also served as a law clerk for Chief Judge Somers, former Chair of the U.S. Civilian Board of Contract Appeals, where he drafted judicial decisions on various issues related to federal contracting.

Clients benefit from Parker’s highly-developed, clear, and concise writing skills. In 2016, his publication on federal procurement won first place in a national writing competition hosted by the American Bar Association Section of Public Contract Law.

*Successfully briefed and presented oral argument for Defendant-Appellee as lead appellate counsel before the U.S. Court of Appeals for the Eleventh Circuit, securing unanimous affirmance.

*Secured summary judgment for global disaster recovery contractor, on all contract and Fair Labor Standards Act claims, as lead counsel before the U.S. District Court for the Southern District of Florida.

*Represented design-build contractor before the Armed Services Board of Contract Appeals (ASBCA), seeking costs incurred during the prosecution of contingency contract in dangerous province of Afghanistan.

*Successfully represented joint venture in multimillion-dollar dispute before the Civilian Board of Contract Appeals (CBCA) in connection with construction of U.S. embassy in volatile location.

*Represented concrete contractor in multimillion-dollar dispute before the ASBCA, recovering damages for cost and time impacts and securing an adjusted CPARS evaluation.

*Represented contractor in series of appeals before the ASBCA for work done at various CONUS and OCONUS military installations.

*Represented contractor in ASBCA appeal for costs incurred as a result of differing site conditions.

*Represented electrical subcontractor as claimant in AAA arbitration against general contractor and surety, recovering damages under breach of contract and the Miller Act and defending against various claims and counterclaims.
