Dylan Frick is a government affairs and public policy professional and registered lobbyist with deep experience navigating North Carolina’s legislative, executive, and administrative processes. He lobbies on behalf of clients before the North Carolina General Assembly, the Governor’s Office, and state agencies, helping them advance priorities that require strategic advocacy, coalition-building, and an understanding of how policy, operations, and politics intersect. He has specific experience helping clients navigate complex policy, procurement, and regulatory environments tied to cybersecurity, broadband, data, artificial intelligence, and enterprise IT modernization.
Prior to joining the firm, Dylan served as Deputy Secretary for External Affairs at the North Carolina Department of Information Technology, following his role as Director of Legislative Affairs. In those roles, he led the department’s legislative strategy and external engagement with lawmakers, executive leadership, local governments, and the private sector. His work contributed to securing $15 million in enterprise cybersecurity funding, advancing over $300 million in federal broadband investments, rebuilding critical communications infrastructure following Hurricane Helene, and modernizing statewide IT procurement practices.
Dylan also played a key role in shaping the state’s approach to emerging technology and innovation. Working closely with Governor Josh Stein’s team, he helped craft the AI Executive Order that established North Carolina’s first AI Leadership Council and AI Accelerator, positioning the state to responsibly deploy artificial intelligence to improve government efficiency and service delivery.
Before entering state government, Dylan served as Assistant Vice President for Government Affairs at a full-service public affairs firm, where he lobbied and represented clients before state and local governments on regulatory, budgetary, and legislative matters. He began his career working in the North Carolina General Assembly and on congressional and statewide campaigns.
Dylan earned his Bachelor’s degree from the University of North Carolina at Greensboro and his Master’s degree from The George Washington University. He lives in Raleigh and enjoys fishing, surfing, golfing, playing board games, and watching movies with his 15-year-old deaf Chihuahua, Chopper.
